Counter-peace: From isolated blockages in peace processes to systemic patterns

Abstract In the face of current decline or spectacular collapse peace processes, this article investigates whether has become systematically blocked. It ineffectiveness an ‘international architecture’ (IPA) can be explained by a more potent counterpeace system, which is growing in its shadow. identifies as proto-systemic processes that connect spoilers across all scales (local, regional, national, transnational), while exploiting structural blockages to and unintended consequences interventions. elaborates three distinct patterns contemporary conflicts globe: stalemate, limited counterpeace, unmitigated counterpeace. Drawing on counterrevolution literature, research asks: Have interventions source their own undoing? Which factors consolidate aggravate emerging conflict patterns? Are systemic enough construct sedimentary layered edifice?
